Thanks Reihaisha for taking note of this ku. CHHAT festival is an important autumn festival after Diwali-- marked by worshipping the setting sun and then, rising sun -- in Bihar and various parts of Uttar Pradesh. Millions of worshippers stand in the river and offer their obeisance to the Sun.
